[00:02] For the first time in the Modi government, a minister resigned on moral grounds. But our question is that the problem regarding which the students of the country were protesting for the last several years. Is that problem gone? And is it not that the arrogance of the Modi government was brought down [00:16] but the Guru problem remained the same? Look, the ego has gone because there was a rule in the Modi government that we do not resign. Resignation means [00:28] accepting responsibility that something wrong has happened and we do not accept it. That is why perhaps on Friday government sources were saying that there is no question of resignation. But the resignation happened, the children [00:40] took it and I had to give it. But when the happiness of this spread throughout the country and the child felt that his future was completely secure. The leaders are praising themselves. Journalists are taking their own credit. So the [00:55] question in our mind is what did the resignation change? Will the next exam Will the next exam be safer than 2026? Have all the problems of the children been solved? Because the examination is conducted by NTA. [01:11] Removing the minister could be accountability. There may be accountability. But the problem lies deeper down at the root and if we tell you the inside story of NTA, you will be blown away. Because there are only 24 government employees who are conducting the examination of 6.5 crore people. [01:28] Everything else is on contract. So will the minister's departure allow 24 people to conduct the correct examination? And what will be the charge sheet of those people whom the government is arresting and filing cases against ? Because history [01:44] says that it takes 14 years for punishment to be given. The question also is whether this entire movement benefited only the opposition. The [01:56] movement benefited only the opposition. The changed. Is it possible that by showing an empty chair [02:08] the machine which leaks the papers was not touched at all? Because there are Because there are many roots of paper leak and there should have been many demands regarding paper leak in which one major demand should have been the resignation of the minister [02:22] but the question is what about the rest because other things have not changed and today in this video along with happiness we are highlighting those issues about which perhaps no one is talking and these issues which we are going to tell may mess up your mind, [02:37] hello I am Shubhankar Mishra, you all supported us a lot, for this we are thankful to all of you. Because now this will create fear among the ministers and in future also perhaps more ministers will be waiting to take the chair. People will [03:07] say, brother, work hard, be honest, listen to the children. But there is another side to this story. Now if we want to understand this video, then first of all we will have to understand what happened? So see, what happened was that the [03:20] Minister was held accountable and this was a very big thing. I am saying it again, I am saying it again and again. The accountability of the Minister is historic in this new era of India and it will is historic in this new era of India and it will [03:34] put pressure on many other ministers in the times to do good work because if 22 lakh children are troubled and it happens for the second time then the accountability becomes the responsibility of the Minister. Ah, but the big thing is that the [03:46] minister has resigned. Now there are two types of demand. There is one demand which is from the organization from Jantar Mantar and there is another demand which is from the crowd. The crowd, which perhaps did not get a chance to speak, is now filled with fear whether the resignation which is [04:02] fixing accountability will also provide relief to the child. This needs to be understood and to understand this, you will have to understand the paper leak because paper leak is not magic. The paper is printed and then packed into a truck. Then he travels by car. It is [04:17] kept in some room of a school and that room is opened on the morning of the examination. Throughout this journey, as many hands touch the truck, as many opportunities are created. And that is why perhaps after 2024 a committee was formed whose name was Radhakrishnan Committee. [04:36] You should stop printing the paper and sending it by car. You lock it. Send it directly to the centre's computer like a file and print it shortly before the exam. Go ahead and slowly release the paper. Taking the exam on a computer. Now let us make it clear here also that [04:52] not a sure solution. There is scope for irregularities inside the centre also. But she definitely closes the truck route. In January 2025, the government told the Supreme Court that it would implement all the recommendations. But then [05:06] 2026 came. The main recommendation regarding leaving the paper was not implemented. Despite this, the Education Minister claimed that the recommendations were implemented word by word. That is why the Supreme Court later said that brother, it is very sad that despite knowing everything, you people did [05:22] not learn a lesson. But now that Dharmendra Pradhan is no more and the next minister has come, the question is, will that trunk go in the same car next time? Has any date come that the [05:34] 2027 exam will be on computer? Was this said in the cabinet decision? And the most dangerous thing is that the government itself admitted that the command chain was broken. That means there was no link in conveying orders from top to bottom. This means the problem is not just with the trunk. It is of the [05:51] entire system. Even if the trunk is changed and the order does not reach from top to bottom, then it will leak. Apart from this, an important question is whether anything will change in NTA ? Because the examination has to be conducted by NTA. The minister just gives orders. And the [06:06] minister just gives orders. And the truth about NTA is that the organization which has conducted the examination of more than 6 crore children does not have its own people. And we are not saying this from our own mind. The government had told. In fact, three days before the resignation on July 22, the [06:20] government itself told the Rajya Sabha that there are only 39 permanent posts in NTA. 39 And those who are only 39 permanent posts in NTA. 39 And those who are working, there are only 24, that is, only 24 people work. There is only space for 39 men. 24 people work in that too. 15 [06:36] is vacant. And these 24 are also not NTA's own employees. These are opportunities from other departments for a employees. These are opportunities from other departments for a few years. The remaining work is handled by 73 contractors and 124 outsiders. Yes, it is true that [06:50] thousands of people are deployed on the day of examination. But there is not a single permanent NTA employee in it. The City Coordinator is the principal of a school. The centre supervisor is a teacher from the same school. The vendor is a contractor who may change next year. And those 24 officers sitting at the top [07:05] also return to their respective departments in two-three years. That means there is no person in the entire structure who says that this is my organization. Whatever goes wrong in this will be my organization. Whatever goes wrong in this will be my share. I will get my share of infamy. When there [07:19] is no owner then there is a chance that Babuji may be wrong. And this is what happened in 204. The And this is what happened in 204. The principal and vice principal there allowed people to enter the room without permission. Now the [07:34] people to enter the room without permission. Now the resignation has taken place. 47 officers have been removed. But neither the rank nor the post has been disclosed, nor has it been told how many were involved in the leak and how many in negligence and this is where my question is that if this action was to be set as an example [07:46] then what was the need to hide the names? Unless it is told that this is an explanation, we cannot say that it is accountability. And still there are 15 posts vacant in NTA. There are 39 and out of that 15 are vacant. So until the NTA has its own [08:00] team of solid and accountable people, any new Director General or Minister will be any new Director General or Minister will be just a balm. Secondly, the new minister who has come, Joshi ji, Prahlad Joshi ji, already has many departments. In such a situation, [08:17] he has been given another new department. Now if a person who already has a department is given a new department, how much work will he do ? Because despite being here and trying his best under so much pressure, Dharmendra Pradhan was [08:32] not able to handle this department completely. Defects were coming out. So in such a situation, will Defects were coming out. So in such a situation, will Prahlad Babu be able to handle everything? Or has the government accepted that the anger was only towards [08:46] Dharmendra Pradhan? When a new person comes, we will run him on auto mode. Meaning this is something to think about. Please think about this. This is a matter of great seriousness. Technical [music] point se aaj hatke. However, the government has made a new bill. The [09:02] headline was that the punishment was 10 years. There is a fine of Rs 10 crore. A fast track court will deliver its verdict within 3 months. But the question is whether there was a strict legal solution. So why was the law leaked after it was passed in February 2004? Because in that law also the maximum punishment was 10 [09:16] years. Yes, the fine was Rs 1 crore. But 10 years is nothing new. And the person who is selling the paper for ₹ one lakh will give even one crore or 10 crores. So the only new thing is that the fine has increased 10 times. Fast court is involved. Now I [09:32] accept the government's argument. Paper leak is actually a money business and the biggest blow in a money business is caused by fines. A fine of Rs 10 crore can change the mathematics. But the fear of punishment arises only when a living example of punishment is seen. [09:45] And where is the example? From 2024 to November 2024, 45 people were chargesheeted in the case. Today, after 20 months, this case has not started. 44 are out on bail. There is only one person left in jail and this week the CBI has given a clean chit to the most talked about name in that case. [10:00] Saying that he did not appear to have any role in the paper theft. No evidence was found. Now, in the case which was to be set as an example, there is not even a trial even after 20 months. There are older examples as well. Where it took 14 years to give the punishment and he came out on bail in two days. [10:15] on bail in two days. This will create fear. You will complete it after the punishment, brother, even fast track will not do it as per its wish. Even in old cases, Even in old cases, [10:30] on bail. There is no evidence after half. And two men no evidence after half. And two men whose evidence was found were released on bail. So the overall story is what will the fast track court do? [10:48] including two teachers linked to the NTS, a large coaching network in Maharashtra, and on July 24, a Delhi court rejects bail to one of the accused. Saying that brother is an organised gang but arrest is not a punishment. Charge sheet is not a decision. The [11:03] arrest is not a punishment. Charge sheet is not a decision. The CBI had said on October 24 that it had identified 144 children who had purchased the leaked and solved paper and submitted the names to the NTO and the ministry. It's been 2 years today. There is no because the seat of the child who lagged behind after giving the exam honestly is with someone else. And that seat does not come back through any resignation. And till date no one has the answer to this. [11:35] And till date no one has the answer to this. Then the question is what is the total calculation? Then the question is what is the total calculation? You add it. The minister said, at least this year of 22 lakh children has been saved. 13 arrests were made. Assurance has been received on these. Withdrawal of FIR for which [11:49] written guarantee is yet to come. The compensation demanded was Rs 1 crore. It has been said that it will be given as per the rules, regulations and laws. path of the paper is the same. Computer Exam No Date. 15 posts are vacant. The case has [12:05] not been initiated and the state examinations where more than 50 papers were leaked since 2015. 1 where more than 50 papers were leaked since 2015. 1 crore 40 lakh candidates are suffering. And there agreement is not a word. This is a big thing. So [12:21] This is a big thing. So what is the biggest thing? If the minister had gone, he would have made convince the public because the government listens only as long as there is a crowd. [12:34] government listens only as long as there is a crowd. The crowd dispersed and the story ended. Look at the farmers' movement. NTA is a separate body which does not come directly under the ministry. The paper comes out from the school room, not from the minister's office. Babu, it is very important to understand this. [12:50] And if the minister will be caught for every mistake of every institution, then no one will allow the minister's institution to stand on its own feet. However, precedent also has its value. For example, if you and I remember, there are only two big names in the history of India. One comes from Shastri ji [13:03] and one comes from Nitish Babu. Shastri ji gave it in 1956. very good that Dharmendra Pradhan has left the story of Misaal. Should have gone. [13:15] But did the children's problems go away with Dharmendra Pradhan's departure ? This ? This is something to understand. This is important. Because the exam was held on 3rd May. Today is 25th July. The exam was held again. The result came. DG removed, [13:28] Secretary changed, Bill passed, Minister gone. This good work is a very good thing. But all good work is a very good thing. But all three things could have happened in 12 weeks. No, the date of a computer exam has not been announced because the recommendation is for October 204 [13:45] and it does not take 20 [music] months to announce the date. Secondly, time to fill 15 vacant posts which is a file matter and not a legal matter and thirdly, an open report so that the public knows where the case is stuck. How many people have been punished under the law from 2024 till date? [13:59] And for all these three, neither budget is required nor any new law is needed, only will power is needed. And the real test guru will be right here. You have to understand this. And this is the problem. No one did this technical thing. [14:16] No one did. That is why perhaps the Supreme Court had said that this cannot continue like this. This is something to understand. Well, note one more date, 3rd August. If the government's affidavit on that day contains the date of computer examination [14:31] date of computer examination , the deadline for filling the vacant posts and the , the deadline for filling the vacant posts and the status of the case as 2024, then this movement of Jinji will status of the case as 2024, then this movement of Jinji will [14:43] because the problem will not be solved by Dharmendra Pradhan leaving. The problem will be solved by these three things. The minister has just left, there has been no problem and if these three things remain missing on August 3rd as well, then understand that this time too we have only changed the face.
