[06:14]
Details of the alleged scam

The first phase of the exam was held in April, results on July 2, with 204 passing. An OMR sheet surfaced showing 48 questions solved, but passing marks were 144.

[07:13]
Blacklisted company involved

The examination data was handled by TSR Data Processing Private Limited (TDPL), which was blacklisted by the Jharkhand Staff Selection Commission in May 2025 for irregularities.

[08:10]
Complaint and arrest

A complaint in January mentioned irregularities in 500 OMR sheets, naming Abhay Tiwari, who was later arrested. He was a government officer linked to the company.

[08:41]
Resignation and investigation

The Chairman of the Commission resigned on the night of July 21, after a raid. The CID has called him for questioning, and he says he will cooperate.

[09:27]
Arrests and law

Ten people have been arrested, including officials and company staff. The FIR is under a 2023 law against exam malpractices, but the video questions why the law didn't prevent the rigging.

[09:54]
Historical irregularities

The video cites a 2012 case where 32 people were accused, but after 12 years of CBI investigation, no prosecution occurred due to lack of government permission.

[10:41]
Selective speed in action

Students protesting in December 2024 were lathi-charged and cases filed, but action against those who rigged took years, highlighting a double standard.

[11:10]
Comparison with Delhi

In Delhi, the Education Minister resigned over NEET irregularities, and the exam was cancelled. The video asks why similar standards aren't applied in Jharkhand.

[12:54]
Demands for transparency

Students demand that cut-off marks and individual scores be made public, OMR sheets uploaded, and the file giving work to the blacklisted company be revealed.

[14:07]
Final appeal

The video appeals to the government to spend on exam security rather than police barricades, and urges support for the students' cause.

The video concludes that the students of Jharkhand are fighting for equal opportunity and accountability, and it urges the government and opposition to address their demands transparently.

[00:03] far away from many states of the country. That is why the news of Assam floods could not reach. Pictures of children's protest are not visible in Ranchi. If a child cries in Delhi, the whole country watches. The whole country raises its voice. The entire country rises up and forces the Modi government to

[00:17] bow down. But if a child protests in Ranchi, it does not even make news. Yes, you may not even know that a march was taken out in Ranchi today at 3:00 pm. name of the march was the Constitution March and the name of the ground from where it was taken out was

[00:33] Jaipal Singh Munda Stadium. Because I know that you may not know Ranchi, so I am telling you that Jaipal Singh Munda was the man who sat in the assembly that made our Constitution. That is, Constitution March from the ground named after the person who wrote the Constitution.

[00:48] And where did this march end? At Albert Ekka Square. You may not even know Albert Akka. Those tribal soldiers of Jharkhand who were martyred for our country and who were martyred for our country and received the Paramvir Chakra. And today the children of their own kingdom are stuck between these two names.

[01:03] received the Paramvir Chakra. And today the children of their own kingdom are stuck between these two names. Why? Because the police are standing with barricades. The children are in the middle. Which children? Those children who, after the resignation of the Education Minister of Delhi, had hoped that perhaps the

[01:17] hoped that perhaps the Education Minister of Jharkhand would also resign. When those who saw Rahul Gandhi protesting outside the Prime Minister's residence realized that nothing wrong would happen to Rahul Gandhi in his own government

[01:30] government passing marks in the 14th Civil Services Examination were 144. The allegation is that a copy was

[01:44] found in which only 48 questions of the first paper were solved and it was shown as passed. That means the one who solved and it was shown as passed. That means the one who scored 142 was outside and the one who scored 48 was scored 142 was outside and the one who scored 48 was inside and from here these children felt that they had been

[01:58] inside and from here these children felt that they had been cheated, betrayed. Meaning, the children here are asking this question that Sir, when we also came and sat at Jantar Mantar in Delhi and became a part of the movement, then everyone together snatched the chair from that government which had a

[02:12] history of not bowing down. But we are also protesting in Jharkhand, sir. We have also had 10 arrests. Nine exams are pending, sir. Here too the future of children is being ruined. Here

[02:26] too, everything is happening – parents' jewellery, father's hard work, mother 's tears, child's mental and physical harassment. So if the minister has gone to Delhi then why is he not going to Jharkhand ? They are asking why the leaders who are protesting in Delhi are

[02:43] leaders who are protesting in Delhi are not able to look after their own states? And at the same Albert Ekka Chowk where this march ended today, a few days ago, the children here had also celebrated the resignation of the Delhiites.

[02:59] clapping for the victory of other states and we are not getting any answer in our own state. So today my question is to those people who take the name of Baba Saheb Ambedkar on every platform.

[03:11] Bhai Saheb Baba Saheb was also sitting in the same meeting in which Jaipal Singh Munda Saheb was sitting and the entire fight between these two was on just one thing that examination is the door through which

[03:24] even the person standing at the bottom can come up. The only condition is that the door should be honest. condition is that the door should be honest. Today, people of the state of the same person who used to sit with Baba Saheb Ambedkar are saying that that door has been locked. The

[03:39] state where a large population comes from tribal, Dalit and backward families. And all the political parties of this country which talk about Dalits, backward tribals. Why is there curd in his mouth today? Where is his voice missing today? Why is the national media not

[03:55] Where is his voice missing today? Why is the national media not showing it? Why are those thousands of Ubers at Jantar Mantar not able to see this? Every man who was ready to do anything for democracy. man who was ready to do anything for democracy. Why is he not becoming the voice of these children today

[04:09] ? This is something to think about. Questions also to those whose voice is loudest on paper leak. From Rahul Gandhi sir. Jharkhand is a coalition state of your state. Why

[04:21] are you silent, sir? Priyanka Gandhi is also continuously raising her voice, this is your own state, ma'am. This is the same standard regarding Punjab and Arvind Kejriwal. There is a protest going on there and they are sitting silently. Whatever is happening to Rahul Gandhi in Jharkhand,

[04:33] he is sitting silently. Will the perspective on children be determined by who is from a BJP-ruled state? Who is from Congress and who is from Aam Aadmi Party? And if this is so then where is the question of children's rights in this ? Are there

[04:48] ? Are there will ask these questions and we will ask them with great enthusiasm. Hello, I am Shubhankar Mishra and in the last 24 hours am Shubhankar Mishra and in the last 24 hours I have received more than 1000 messages and mails

[05:02] from children of Jharkhand who said that sir no one is listening. Please listen to our voice. And believe me, we suffered a lot. When children send such messages. When children send such messages. We suffered a lot. Many times these same children

[05:16] abuse me saying that you are talking about that. But I always say that we are neither left nor right. Wherever the country's interest is involved, our news is tight and today again we will do the same. The intensity with which he asked questions to the Modi government, looking into their eyes.

[05:30] Will ask in Jharkhand today also. They will ask, what kind of mathematics is this, 48 balls, 144 numbers, sir? what kind of mathematics is this, 48 balls, 144 numbers, sir? First understand today's situation. Today there was a march by Jharkhand Joint Struggle Front. The announcement was made by student leader Devendra Nath Mahato.

[05:46] And the next step is that the Assembly will be surrounded on August 6. Dumri MLA Jairam Mehta's party JKLM also supported it and said that they will protest in the monsoon session. The demand is simple that the examinations which are in question should be investigated by CBI. The

[06:00] results which are in doubt should be cancelled because the future of children should not be tampered with and this is very clear. On July 22, BJIM also came out on the ground with thousands of people. July 22, BJIM also came out on the ground with thousands of people. Now understand the matter. The first

[06:14] phase was held in April and the result came on July 2. There were 103 seats and 204 passed. After the results, an OMR sheet surfaced on social media which claimed that around 48 questions of the first paper were solved. According to the report, the passing number was 144. That sheet was

[06:31] shown as passed. This has not been proven, let us make it clear. There is still an allegation. But my question is to the Commission. How easy was it to finish? You print the cut off. Enter the number of each child. Please upload the OMR. The matter would have ended there. But the commission did

[06:45] not. On top of that, there was also a complaint that the list did not have the signatures of those members of the Commission whose signatures were required. Now I clearly say that if the investigation reveals that the sheet was fake then we will spread that news with equal force.

[07:00] But today, the question about which the child is worried, the doubt in the child's mind, it is important to give voice to that question also and we will make this appeal from the ruling party to the opposition. Now the question is why did this suspicion increase? Suspicion increased because the

[07:13] contract was given to a blacklisted company. In Jharkhand, the responsibility of handling examination data was with a private company. TSR Data Processing Private Limited, if you tell the short name then TDPL, now the report says that this same company was blacklisted by the Jharkhand Staff Selection

[07:29] Commission in May 2025 on the charges of irregularities and leaking of secrets. Meaning, don't give him any work now. This is not a trustworthy company. There are two commissions in the same state. One says that this company is not trustworthy. The other is handing over to him the key to the future of millions of children.

[07:42] So the question is not about the company but about the file. Who wrote to give it to him? Whose signature is on that paper? And whether those signatures have been made after taking huge money and if after this questions are arising in the minds of the children. So what is wrong with the question? Because till date

[07:57] neither the government nor the commission has spoken. If not a reply to the file, at least a reply to a letter would have been necessary. In January this year, a man from Karnataka sent a complaint to the Chairman of the Commission that there were irregularities in about 500 MR sheets of the earlier Forest Range Officer examination.

[08:10] Three names also appeared in the letter. One of those names was Abhay Tiwari. A complaint with name came in January. But the exam was held in April. The results came in July and nothing happened. That Abhay Tiwari has been arrested today. According to the report, he was a government officer in Goda. He is also

[08:25] said to be associated with the same company which was conducting the examination. Now, the exam through which one gets the job and the company which conducts the exam, both have the same face. However, let us clarify that this allegation is yet to be proven. But the fact is that the raid takes place on July 21

[08:41] and the resignation of the Chairman comes the same night. That letter remains suppressed for 6 months and the resignation is issued in 6 hours. In both, a work appears rapidly in a state. And this is where a lot of questions arise. Khangate Sahib was the

[08:59] Chief Secretary of Jharkhand Government before this post. Now CID has called him for questioning. He says that he will cooperate fully. That is why I have resigned so that the investigation can be fair. Now another question arises here that okay, you have resigned. 10 arrests have also been made.

[09:13] When will you prosecute? This is also an important question. When will the trial take place? The result came on 2 July. Resignation took place on the night of 21st. Raid, FIR, arrest, investigation team, all happened in 19 days. It's fast. Not denying it. But the question is

[09:27] where were they till 19 days ago? Now 10 people have been sent to jail. In which the officer looking after the examination work in the commission, the owner of the company , the employee, the PA of a senior officer and some middlemen are being mentioned. Arrest means accusation. Not to be proven guilty. The

[09:42] FIR has been registered under the same law that Jharkhand enacted in 2023 to prevent exam malpractices. That means the law was made but the rigging could not be stopped.

[09:54] And let me also tell you the old records of the Commission. All the calculations will be reversed. The first and second Civil Services Examination irregularities case was registered against 32 people on 7 July 2012. CBI investigated for full 12 years. When the charge sheet came, there were 70 accused. Even the name of the then president was there.

[10:09] Still not a single case was registered. Because to prosecute a government employee, written permission has to be taken from the government and the file was kept pending there. There is news of June 2026 that 31 accused in that case did not appear in the court even after one and a half years

[10:25] and all those who were jailed, including the President, are out on bail. The CBI also found that the game of arbitrarily selecting the company was going on since the time of the first examination. Everything changed here in 20 years. The government changed, the party changed, the president changed but the method of selecting the company did

[10:41] not change. And you see this same speed on the other side. In December 2024, students protesting against JSSC irregularities were lathi-charged in Ranchi. Devendra Nath Mahato was picked up. Before that, in February 2024, a case was filed against 15 named and about 4000 unknown people. That

[10:56] means if students protest, a case is immediately filed against them. Instantly but not in 14 years for those who rigged. And this is the reason why the child is angry today. The child is asking the question

[11:10] that if accounting can be done in Delhi, why can't it be done in Jharkhand? Because in Delhi, Dharmendra Pradhan had to resign because of his children. NEET UG irregularities were also found there. The investigation was given to CBI. The exam was cancelled. The

[11:22] date came again. Now even the BJP supporter was saying that brother, no investigation is going on. The person from Jharkhand is also saying the same thing. The child is asking, brother, why don't you resign? Accountability should be fixed, right? The standards that were applied to Delhi should be applied here. The

[11:36] Commission is a separate institution in itself. This is also correct. But the file of the company which got the work had come under the purview of the government. So the president left. Whose file is that? There is no word on that. And there is also a question for Rahul Gandhi regarding the students' protest in Jharkhand.

[11:53] You reached the Prime Minister's residence. You are raising your voice in Parliament. Priyanka Gandhi ji is raising her voice. You raised questions on the ministerial chair. You were even demanding the resignation of the Prime Minister. But Jharkhand is a state which belongs to your own

[12:07] alliance. Why are you silent on this ? Rahul Gandhi ji, this question is very important for you because the same rules and regulations that were being implemented in Delhi are being implemented in Jharkhand as well and if you had to get the

[12:23] work done by taking the chair of the Chairman of the Commission then say openly that there is duplicity and otherwise you should become the voice of those children who are protesting today against the government of your own state and who are sending

[12:37] We hope that you will not discriminate between children. We hope that you will demand the resignation of the Education Minister of Jharkhand and this question is being asked by a child from Jharkhand that does the pain of paper leak change depending on the state?

[12:54] This is a very important question because the Congress leaders from Jharkhand are investigation has been initiated as the irregularities have come to light. The president is gone. The resignation has been accepted. Action has been taken against the company. There is substance in what he says. There is substance in what he says.

[13:10] Ok. This is happening to wash away the sins of 17 years. Seven people have been arrested. But the day this statement came, there were 10 arrests, not seven. Firstly, those who do not know the latest figures of their own investigation are talking about accountability and

[13:24] thirdly, a new standard of accountability has been set for ministers now, why is it not there? set for ministers now, why is it not there?

[13:36] real demand should not be to change the agency, it should be to give a date in writing so that accountability is fixed. This is very important, hence we hope that the demand of the students of Jharkhand is small but justified. The cut off and the

[13:51] marks of each child should be made public. OMR sheet should be uploaded on the website. The file giving work to the blacklisted company should be brought forward and None of these demands are going to topple the government. All of this can be accomplished with just one printer.

[14:07] So today I have only one question for the government. Today, you are spending so much money and police to block the road from Jaipal Singh Munda Stadium to Albertic Chowk. If even half of it had been spent on exam security, we would not have had to see this day. And then I am

[14:20] saying that to those people who shine their politics in the name of Baba Saheb Ambedkar, I want to tell them that Baba Saheb's fight was that even the person standing at the last should get equal opportunity. Today, the tribals of Jharkhand, the Dalits of Jharkhand and the children from backward families are on the streets for the same opportunity. If I do

[14:35] children from backward families are on the streets for the same opportunity. If I do n't raise my voice today, I will not have the right to take his name on any platform tomorrow. For us, the child who scores 142 but is still sitting outside and hearing that the one who scored 48 has gone in matters. He may

[14:50] or may not fill the form next time. This will be decided by whether anyone answers that seat or not. So keep asking questions. Keep supporting us and be our strength because we will continue to raise this issue loudly by becoming your strength. Jai Hind Jai Bharat Namaskar.
